This blog was written as the response to the Tanzanian government's victimization of pastoralists falsely alleging that they were responsible for water shortages in the commercial capital of Dar es Salaam. I argue that it is morally wrong and indeed cruel that those far less responsible for global warming bear the brunt of its costs.
